The development of broadband in the country, the requirements to achieve the Fifth Development Plan
"The development of broadband technologies in the country is one of the requirements to achieve the Fifth Economic, Social, and Cultural Development Plan of the country and global plans of the information society," said Dr. Mohammad Khansari, head of the Research Institute for ICT (Iran Telecom Research Center) in today’s panel of the preparatory meeting of the 2014 World Summit on the Information Society (WSIS), in a speech entitled ‘Research Dimensions of Broadband Ecosystems in Developing Countries’.
"Every new technology requires local support and development of sustainable use," he emphasized. "In fact, the broadband ecosystem has a complete life cycle, the components of which are networks, equipment, applications, content and users.”
“Each component of the ecosystem is influenced by the chosen government policies and programs. Hence, it seems necessary to have comprehensive policies and programs based on science and research in this area," added the member of the Iranian delegation to the WSIS+10. "Ecosystem components have very much technical, economic, social, cultural and legal complexity in relation to each other, and governments - as the responsible institutions - must be able to identify all of the above aspects and take into account them in decision making so that we have a dynamic ecosystem with minimal stress and problems in developing countries,” added he.
"It is inevitable to perform comparative studies and research in connection with the creation of networks, units for delivery of services, data centers, network security, quality of service, rules governing the monitoring of content, fair tariffs and prices, compliance with the rights of users and so on, and countries should perform detailed studies for development in this field," said Khansari, stressing the need for research on ICT and broadband Internet system in developing countries in this regard.
"In Iran, the Telecom Research Center performs research and advisory measures needed to achieve the government's objectives in the development of broadband technologies, the most important of which is to localize related technologies," added he.
